Chairman Caldwell Attends Disaster Training Center Ground-breaking

DRA Chairman Chris Caldwell joined state and local officials at A-State for a ground-breaking ceremony to celebrate a new disaster training facility for northeast Arkansas. DRA’s $150,000 investment in the facility was the highlight of the ceremony, which included A-State Chancellor Kelly Damphousse and officials from the Arkansas Department of Emergency Management, Lawrence County and the City of Imboden.

DRA’s investment will support a new training facility in Imboden that will enhance regional infrastructure and expand community capacity in disaster mitigation and response. Water rescue is a pressing disaster-response issue in Arkansas. Flooding is the most common problem associated with disasters in the state, and today there are few training centers to mitigate the problem.

DRA’s funding will support construction of a pavilion that will facilitate water-rescue training, which will include planning, mitigation, response and recovery efforts. The Imboden site will have multiple training zones: water rescue, transportation (including rail), tactical, wilderness medicine, search and rescue, as well as high-risk utility emergencies. An education center will provide classroom and training capability, while the 200 hundred acres on which the facility occupies is divided into realistic and specific training zones.

Locating the facility in Imboden will bring increased traffic to the community and enhance the ability of city and county officials to recruit new businesses to the area.



Register Now to Attend Delta Leadership Network Conference in Little Rock

There’s still time to register for the Delta Leadership Network (DLN) Annual Conference that will be held Feb. 5-7 at the Courtyard by Marriott in downtown Little Rock. Registration closes today (Jan. 28). You can register here www.dlnconference.org.

This year’s conference focuses on creating and fostering local and regional partnership opportunities in the Delta region. The conference will feature more than 20 local and national subject-matter experts on opportunities and best practices that strengthen economic and community development in the Delta. Featured speakers include native Arkansan Walt Coleman, 30-year veteran referee of the National Football League and Controller of Hiland Dairy; and Charles Marohn, author, licensed Professional Engineer, certified planner, and Founder and President of Strong Towns.

Session topics include:

  • Public Private partnerships for the Economic Advancement of Delta communities;
  • Redevelopment in the Delta: How Communities are (Re)Shaping their Futures;
  • From Applying to Complying: Grants 101-401;
  • Engaging Utility Providers in the Development Process; and
  • Innovative Community Development Finance.

Conference presenters include representatives from the National Council for Public Private Partnerships, attorneys and finance executives from Stephens Inc., Butler Snow, Arkansas Capital, Bradley, and Champion Community Investments; leading researchers from the University of Louisiana Monroe; non-profit and government leaders from the Arkansas Economic Development Commission, the Missouri Department of Economic Development, the Office of U.S. Senator Roy Blunt (R-MO), and Winrock International; planning and development professionals from BLDG Memphis and McClure Engineering; and utility executives from TVA, Entergy and Arkansas Electric Cooperatives, Inc.

DLN is comprised of more than 500 alumni of DRA’s Delta Leadership Institute (DLI) representing the eight states within the Delta Regional Authority’s footprint: Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri and Tennessee. Alumni use the experiences gained from DLI to drive change and lead economic advancement of their local communities, states or regions.
